The Dominican Republic said it would seal its border with Haiti on Friday morning amid a conflict over access to a river shared between the two historically contentious neighbors. The move would further isolate Haiti, a nation that has descended into gang violence and growing hunger. Tensions have grown in recent days over construction in the Massacre River, which straddles both nations. President Luis Abinader of the Dominican Republic, who claimed that the excavation of a canal on the river in Haiti would harm Dominican farmers, froze Haitian visas this week and threatened to close the more than 220 miles of border if the two sides did not reach a resolution. A Haitian delegation met with the Dominicans in Santo Domingo, the capital, on Wednesday for 11th-hour negotiations, but there was no apparent resolution, and on Thursday, Mr. Abinader announced his decision to shut the boundary between the two Caribbean island nations starting at 6 a.m. local time Friday.

Hector Carvajal, 26, is the founder of Don Carvajal Cafe, a Dominican-sourced coffee roaster, and lives on $25,000 a year just outside New York City. Today, the 26-year-old runs Don Carvajal Cafe, a coffee roasting company out of the South Bronx that sources its beans from the Dominican Republic. "In the countryside of the Dominican Republic, we farm, we harvest, we roast coffee," he says. For the first three years of running his business, Carvajal lived rent-free with his mom in the Bronx in her rent-stabilized apartment. SAN JUAN, Puerto Rico — Authorities on Wednesday searched for at least eight migrants believed to be missing in waters near the historic area of Puerto Rico’s capital. The U.S. Coast Guard said the people were apparently aboard a boat that capsized in San Juan Bay on Tuesday night, according to two survivors from the Dominican Republic who were rescued. The search comes amid a spike in human smuggling voyages departing from Haiti and the Dominican Republic as people flee poverty and violence. From October 2021 through September 2022, the U.S. Coast Guard detained at least 88 such voyages in waters near Puerto Rico and in the Mona Passage, which separates the U.S. territory from the island of Hispaniola, which is shared by Haiti and the Dominican Republic. During that period, more than 1,700 Dominicans were detained, along with 444 Haitians and four Cubans.

At a shelter in the U.S. border city of Deming, New Mexico, Venezuelans went from being the most common nationality to absent, according to Ariana Saludares, executive director of Colores United, which runs the center. A spokesperson for Texas Governor Greg Abbott said the busing could continue until Biden "does his job."
